So I picked up the Wish-Ender quest from Petra in the dreaming city, and it told me to present the talisman to the statue in the shattered throne. I got to the statue, examined it, and nothing happened. I left and tried again. Nothing. I closed out the game and even restarted my computer, and it still didn't work.
